Evan joins OPA with experience in public sector energy and environmental policy at multiple levels of government. His professional and academic experiences focus on the intersection of federal and local policy and regulation, clean energy technology, and energy equity. 

Evan most recently served as Special Advisor for External Affairs at the U.S. Environmental Protection Agency’s Office of Air and Radiation in Washington DC.  At EPA, he was responsible for engaging with the Agency’s State and Local partners, industry associations, and Environmental Justice partners on major regulatory actions. During his time at EPA, Evan was a member of the inaugural White House Emerging Leaders Program and the Climate and Science Leadership cohort. Prior to EPA, Evan worked with the City of Austin’s Office of Sustainability (now the Office of Climate Action and Resilience), where he developed equity metrics to measure the implementation of the City’s Climate Equity Plan and City program effectiveness in low-income communities and communities of color.  Evan has further work and internship experience in various roles at Austin Energy, the Texas Energy Poverty Research Institute, the City of Grand Rapids, El Paso Electric Company and the US Congress in various roles focused on energy and environmental policy.     

Evan holds a Bachelor of Arts from George Washington University in Geography and Political Science, graduating Summa Cum Laude, and a Master of Public Affairs from the University of Texas at Austin.  Evan was born and raised in El Paso, Texas and is the proud son of Mexican Immigrants. In his spare time, he is an avid cyclist and runner – having won a Texas State Cross Country Championship and multiple All-State honors
