Utility Rates and Policy Specialist II
Joe blends his unique professional background to ensure that decisions are rooted in the needs and experiences of communities. Most recently, Joe supported the Los Angeles Department of Water and Power's programs focused on customer billing, customer engagement and customer operations through the FUSE Corps Executive Fellows Program, then as a Strategic Advisor Consultant. While supporting LADWP, Joe worked closely across staff, other agencies, non-profits, and academia to build and implement durable capabilities to equitably support both the incredible diversity of LADWP's customers and the employees who serve them.
Prior to LADWP, Joe served as a Management Consultant within EY's Strategy and Customer Practices where he led teams to advise Fortune 500 clients on issues spanning business strategy, customer experience, and performance improvement. He has also worked for the US Department of Labor to protect employee benefits and his family's small business which started it all.
Joe received a BSc in Management Science from University of California San Diego, a MA Economics from San Francisco State University, and a MBA from the University of Southern California.
